Overview of Paramedic Licensing

In California, paramedics are licensed by the state Emergency Medical Services Authority, which also handles enforcement and disciplinary actions for violations of professional and ethical standards. This license is distinct from local accreditation, which is required to actually practice within a specific county’s EMS system and is managed by the local EMS agency.

Steps to Become a California-Licensed Paramedic

The path to paramedic licensure generally involves the following key steps:

Complete an Accredited Paramedic Program: Applicants must successfully complete a paramedic training program accredited by the Committee on Accreditation for the EMS Professions.

Achieve National Certification: Candidates must pass the National Registry of Emergency Medical Technicians (NREMT) Paramedic certification examination (both written and practical portions) within the past two years to qualify for state licensure.

Submit an Application to the EMSA: A complete paramedic application packet must be submitted to the California Emergency Medical Services Authority.

Undergo a Criminal Background Check: Applicants must complete a Live Scan fingerprint submission for a criminal history check. A criminal background may disqualify candidates from paramedic licensure.

Provide Documentation: Required documentation includes proof of U.S. citizenship or legal status, a 2×2 passport-style photo, and verification of any other relevant licenses.

Pay Applicable Fees: The application must include the required fees.

Obtain Local Accreditation: Once the state license is secured, the paramedic must be accredited by the local EMS agency (LEMSA) in the county where they will be employed. This accreditation process ensures the individual is familiar with local protocols and scope of practice.

Scope of Practice and Renewal

California paramedics operate under a broad scope of practice, which includes advanced procedures like endotracheal intubation, defibrillation, and administration of various medications. This scope is defined by state regulations and further refined by the medical director of the local EMS agency.

Paramedic licenses must be renewed every two years. Renewal requires completion of 48 hours of continuing education during the licensure cycle. Continuing education hours must be relevant to emergency medical care and can be instructor-based or non-instructor based.
