Out of about 15 California cannabis related bills considered in 2025, 7 were passed by the Legislature, 5 were signed by the Governor, and two were vetoed. October 12, 2025, was the last day for the Governor to sign or veto bills. Following is the list of signed and vetoed bills:
Signed
AB 8 regulating intoxicating hemp products and integrating them into the state’s cannabis regulatory framework.
AB 564 decreasing the cannabis excise tax rate to 15% for the period from October 1, 2025, to June 30, 2028.
AB 1103 requiring the California Research Advisory Panel to review research projects to be conducted in California that require the administration of Schedule I or Schedule II controlled substances to human research subjects (including cannabis) and authorizing the panel to expedite review.
SB 141 requiring the Controller to make a disbursement from the California Cannabis Tax Fund for reasonable costs incurred by the DCC for maintaining and operating the track and trace program and for conducting civil or criminal enforcement (and repealing the prohibition against grants to local governments that ban cannabis businesses).
SB 378 regulating online cannabis and hemp marketplaces.
Vetoed
The Governor vetoed AB 632 indicating concern about the due process rights of homeowners in expanding local authority to place liens on private property to collect nuisance abatement fines for illegal cannabis grows.
The Governor vetoed AB 1332 stating that the proposed direct-shipping program for medicinal cannabis products would be burdensome and overly complex to administer.
