HUNTINGTON BEACH ANNEXATION OF SUNSET BEACH

The city of Huntington Beach, California, annexed the bordering unincorporated community of Sunset Beach in a contentious process that began with a city council vote in 2010 and concluded with the annexation becoming official on August 22, 2011. The annexation faced legal challenges from Sunset Beach residents who opposed being subjected to new taxes without a vote, but a lawsuit was ultimately rejected. Background: A Contentious Beginning

Initial vote: In August 2010, the Huntington Beach City Council voted to annex Sunset Beach, with the stated goals of increasing tax revenue and making a financially viable annexation.

Mixed reactions: While some residents of Sunset Beach supported the annexation, a vocal group in the fiercely independent community vehemently opposed it.

Legal challenge: Residents formed the Citizens Association of Sunset Beach to fight the annexation, arguing that they should have the right to vote on the new taxes they would have to pay.

Legal Battles and Finalization

Annexation is upheld: The California Court of Appeal rejected the residents’ lawsuit, ruling that annexation under state law does not require a vote on pre-existing city taxes.

Annexation becomes official: The annexation was formally approved by the Orange County Board of Supervisors on November 24, 2010, and the annexation process was completed on August 22, 2011, making Sunset Beach a part of of the city of Huntington Beach. 

Post Annexation Integration

Continued development: Huntington Beach’s City Council later approved the Sunset Beach Specific Plan which outlines development regulations for the new community.

Service integration: Huntington Beach has integrated Sunset Beach’s services, including police, fire, and sanitation.

Preserving identity: Huntington Beach has worked to preserve Sunset Beach’s unique identity by keeping its name, post office, and the iconic greenbelt public spaces.
